There's not much context here and my suggestion is more of a possible explanation. Anyway, the meaning of "baka in" is usually quite straightforward - to include, incorporate etc.

This expression is should be the other way around i.e. "baka in svaret i frågan" which in English would be "asking a leading question". Whether this is something which the writer has consciously done or not (the turvy topsyness) will remain the mystery of out lifetime. Some quiz shows make this the impelling twist in their show -- the answer is this, what therefore the question?
