The page at http://www.proz.com/?sp=bb&outsourcer_id=19501&action=SubmitRequest states:

“It is not possible to post a call for entries.” — — “It is also possible to post a call for entries.”

Confusing.

It is not possible to post a call for entries (now) because...

One is allowed every 30 days,

This means that if you cannot make an entry you can post a call for entry, but one is allowed every 30 days, so... since one call has already been posted you are not allowed NOW.

I don't find it confusing...
