You can set "heart rate target zones" to establish the intensity of a workout and trigger alarms if heart rates leave these preset zones.

Some Americans don't distinguish between s and c, which in most circumstances is okay. But in this case it results in an error (solid typo).
The word "that" is ambiguous here. But I think the author meant use "the results" of the initial aerobics fitness test at rest. In other words, use the results, along with the software, to devise your workout routines etc.
IMO, it's basically colloquial English in print. Acceptable but not very good.

What I meant was it's okay with words like license, licence, defense, defence, offense, offence, pretense, pretence, ...

The author probably left out some words: use that (as a baseline). This kind of abbreviation happens sometimes (often, actually) in conversations; and it is clear what the speaker is referring to. But it becomes quite sloppy and possibly even ambiguous when you put it down on paper, mostly because there is no longer any word intonation.
Here's a blurb that contains the words "use that as a baseline". I think the author intended something similar in meaning ...
