I was wondering what are the publishing venues in the Arab world that would publish translated books about languages, linguistics or translation? The target readership of those books are the mainstream audience in the Arab countries.

If those books would be intended for general/public readerships, versus more-specialized/academic readers, two publishers and operators of their own chains of bookstores in Saudi Arabia would be [1] Obeikan
and [2] Jarir. Their main offices are located in Riyadh.
Both publishers have in-house translation departments, and their titles cover a wide range of topics.

Some of the universities in Saudi Arabia and UAE also have their own publication (including translation of selected foreign books) departments or affiliated presses. They tend to cater to academic or specialized markets and accordingly, publish in smaller runs.
Another possible publisher is Saqi Press in UK.
