Source text - English Brazil’s offshore and marine industry in the 1990s was at a turning point. At first glance, it was an industry in tatters following the slump in the 1980s. But there was the promise of an oil and gas industry on the rise – a promise that Keppel’s senior management strongly believed in.
By the late 1980s, Brazil’s offshore and marine industry had been in a slump for some 20 years. A significant drop in the oil price exacerbated this gradual decline, from close to US$40 per barrel at the start of the decade to around US$20 per barrel in the second half of the 1980s. The adverse effect on the economics of the oil and gas industry caused demand for new rigs to decrease further.
The once proud Brazilian shipbuilding industry, which had employed some 40,000 people and been the fourth-largest in the world at one point, was a shadow of its former self. Sleepy yards operated at subsistence levels, while others were mothballed altogether. The effect on the economy and on the people that used to work in the industry was severe. Many who had worked in the shipbuilding industry were forced to relocate in order to find work in different fields, or indeed in different countries.

O efeito adverso sobre a dinâmica econômica do setor levou a demanda por novas plataformas a cair ainda mais.
A antes orgulhosa indústria brasileira de construção naval, que já empregara cerca de 40 mil pessoas e, a certo ponto, havia figurado entre as 40 maiores do mundo, tornou-se sombra de seu passado. Alguns estaleiros letárgicos operavam em níveis de subsistência, enquanto outros foram completamente desativados. O efeito na economia e no contingente de trabalhadores da indústria foi severo. Muitos que haviam trabalhado na área de construção naval foram forçados a mudar de profissão, de modo a encontrar emprego em outros setores, ou mesmo em outros países.
