ground up hat m.E. nichts mit Grundstücken oder Neuerschließungen zu tun, (auch wenn es um real estate Projekte geht), sondern ist ein Adjektiv zu *development projects* im Sinne von *umfassend*, *von Grund auf...*oder effektiv, nachhaltig...

Über Sinn und Unsinn von Entwicklungsprojekten oder -hilfen wird ja gestritten. Da es hier um die Vorab-Vermietung von 75% der Wohneinheiten geht, kann es doch nur um Efektivität gehen, oder darum, dass sich ein Entwicklungsprojekt nur so rechnet.
