Presently, I have no phrase and rather a "descriptive" translation;

dual carriageway with a shared middle lane for overtaking in both directions

but even that does not quite encompass it.

Is there a phrase for this type of road in English?

Not so common in the English-speaking world.
I think the description in your question is not quite corrrect. The middle lane is not shared for overtaking in either direction, instead each direction alternates between one and two lanes i.e. there is always a total of three lanes.

Perhaps a "descriptive" translation would be a three-lane road with an overtaking lane in alternating directions or something

My take: a 2+1 road is single carriageway, i.e. there is perhaps a barrier between the directions of travel but no median strip.
