Detta handlar alltså om processen då man analyserar olika databaser tillsammans för att därmed kunna spåra exempelvis beteenden. Till exempel kan man korsköra någons uppgifter hos Försäkringskassan med dennes uppgifter hos Arbetsförmedlingen för att se om denna person får pengar från två instanser och därmed fuskar.

There are many other possibilities. EU has used "check cross-matches of data" and "interconnection of computerised systems".

The words "olika databaser tillsammans" are key here: Each of the two agencies presumably has its own database.

Inside a single database you have tables. Each table contains information about a single entity.
A table with service centers has all the information about each service center and nothing else.
A table with employees has all the information about each employee and nothing else, except for a minor detail: one or more foreign keys. It is foreign because it has nothing to do directly with the employee. It is the primary key of another table. This is how you can cross-reference entries in the two tables, by matching up the foreign key in the employee table with the primary key in the service center table. This way you can get a list of all the employees who work in a particular service center. It is concerned with referential integrity, making sure that those cross-references make sense. Otherwise, you could close a service center that still has employees and be left with employees who work in a service center that does not exist. It is a different kind of integrity. Sanity, not honesty, is the concern.
