I would like to extend that to include festival programs etc.

Det är en myndig person som i förväg tar på sig juridiskt ansvar för programmets. Jämför "ansvarig utgivare"! Det kan, men behöver inte, vara den person som fattade beslut(en)! Alla dina förslag är således fel!

A person can be a manager or a director, but not 'a responsible'. /Meaning aside, 'program responsible' is not English, 'responsible for programming', but not 'program responsible'.
