Polish term

dźwignia cywilizacyjna

Polish to English Other Government / Politics Regional planning
Stała poprawa dostępu i jakości usług publicznych... to fundament dźwigni cywilizacyjnej, która już jest dostępna.

This comes from a regional spatial planning document, but I don't think the phrase itself is necessarily a specialist term.

basis of civilisation uplift? // cultural uplift That is the basis of all civilisation uplift. If you teach your friends, you will be making their lives better. - http://www.freecoolarticles.com/GS5.htm

Instead the Arab culture was promoted a lot, because the Arabs had directed their attention towards the dissemination of knowledge and civilisational uplift which ushered in a new series of the cultural relationship between the Arabs and Sindhis. - http://goo.gl/faz3Sn - page 2

Uplift is the act of raising something or of influencing someone in a positive way that elevates him.

(is at the root/the basis) of societal progress

Civilizational is possible but I would reserve it to something like Western civilization. Here, we are talking simply about a society, the quality of services, etc. As to the lever principle, I would avoid it.

leverage point of civilisation

from the link below:

Many evolving patterns of behavior and the needs of
today’s society encourage us to recognize the
emergence of a new civilization. It is clear that t
he first evidence of the new civilization and our
experiences with it, are occurring at the systemic
civilization leverage points, such as ways of
organizing, ways of learning, ways of understanding
, ways of being, ways of doing, and ways of
evaluating.
Example sentence:

"...those fundamental leverage points of (our) civilisation, are already available / within our reach.""
