if they actually called out the names of the dead, you might call it a commemorative roll-call, but if it was only an overall reference then it would be a commemorative declaration or resolution

The thing is that the source sentence doesn't contain the word 'national'. Nor does it say 'Polish parliament'. So I guess it depends on how flexible the asker feels they can be with the original. Thank you :-)
