Christopher Friedland gives "assets" as a possible translation for this term, but it doesn't seem to fit in this context.

This is in a legal analyis of various provisions that apply to a French banking institution. Can anyone help?

Paragraphe 2 : Le caissier général.
Article R518-13
Le caissier général tient une comptabilité lui permettant de justifier ses opérations de recettes et ses dépenses.

Article R518-14
Les effets et valeurs actives sont passés à l'ordre du caissier général, et adressés au directeur général, qui vise les accusés de réception donnés par le caissier général.

Article R518-15
Le caissier général signe et délivre les récépissés des fonds versés à sa caisse.

neutral philgoddard : I don't think it means "assets" in this context - I think it's another way of saying "effets" (securities), and the "actives" simply means that they form part of the bank's assets.
