suggest something for somebody's approval

I don't like the word "suggest" here - I need maybe a stronger and a more official word ... any ideas ?

1. The Examination Board informs that claimed invention complies with the requirements of patentability.
2. The Examination Board suggests (?) the set of claims to be published for final approval of the Applicant.

Regardless of the fact that an answer has been chosen, let me put the debate to rest- I am a veteran patent/tm paralegal and the terminology is the Examiner/Examination Board PROPOSES amendments to the claims and the applicant then can approve or respond

In that case, Alex, that last sentence would be better sth like this:

"The EB recommends the set of claims for publication, after final approval by the Applicant"

1. the EB directs the claims for the applicant's approval
2. the applicant approves the text before publication
3. the patent is published

Part of the problem is the use of 'the set of claims to be published' (ought it to be 'publication of 'the set of claims'...

It actually isn't clear what the intended meaning is here, Alexander, which may have an influence on the final choice of word (though I think MHH's 'recommends' is a strong contender).

recommends, advises

"recommends that the set of claims be published..."

or (stronger)

"advises that the set of claims should be published..."

agree ErichEko ⟹⭐ : Looks to me that this is the level of authority the board has. It links well with the previous process (Check Compliance, point 1) and the next process (i.e. Approval by I-dont-know-who ;), point 2).

agree Tony M : In the light of added context, I think 'recommends' is the ideal word here; in fact, I would almost say 'approves', except for the 'approval' following
