“The only possible transitions from one level to the next …”

Depends on the context! In this case I don't have enough context. I would need to know what is making the transitions and what is meant by "level" here. BTW, I won't see this discussion for several hours, now, because I'm going to bed! (It's a few minutes after midnight here.)

As well, your suggested wording would be improved by saying "from one level to another" as it may not necessarily be the next (preceding, following) direct level and may be several levels that the transition ascends/descends...
