Before XXX Sales sends high-quantity production orders to the factory
Before XXX Sales processes 'volume production orders' to the factory:
Volume production orders= high-quantity production orders.
Processes= Sends to/sends through the factory.
So basically, they are saying to thoroughly test the software before putting it to the test in a situation where there would be high quantities of products at risk.

I worked in a manufacturing plant for 3 years, and we went through one of these computer system upgrades... it can cause all kinds of problems if the system isn't thoroughly tested in a simulator before going 'on line' (active) for real. It could cause all kinds of production problems with the customers, for example.

Sell lots of them
The writer deosn't mind the seller selling a few bits of software, just as long as he does not sell lots.
One or two angry customers are Ok, but we do not want too many.
It's the way software companies get their products tested on the cheap.
