First, disregard HOD and PTO. I, too am having problems with the whole sentence, and since it's the weekend, I can't contact the writer. Take a good stab at it.

agree Richard Boulter : This is the most concise rendition. HOD is surely 'head of department' and PTO is likely as 'personnel time off'. Chriswa's wording also captures this interpretation and is very natural to the English ear ...eye ... :)

Can't make out PTO

The "apropiado" in quotes must refer to how the word was used just before this; it seems to explain the meaning. Doesn't seem to fit in with animal husbandry, but I suppose it's large-scale.

Cuando nos referimos a una actuación "apropiada" se trata de que el jefe o... intervenga tal y como

... sea necesario por motivos de...

"HOD" podría ser head of department o la "H" podría referirse a "Herd" (de bovinos por ejemplo).
