As the term "technology" started to take a broad sense (any startup is a "technology startup" today), the need has appeared to distinguish between startups that use technology that is commonly available, and startups whose business is built around unique, differentiated, often protected or hard to reproduce, technological or scientific advances. For instance, a startup that uses a public or semipublic machine learning API would be a technology startup; and a startup building a 3D real time artificial vision system for autonomous vehicles using its own R&D, building on advanced math, would be a "deep technology" startup. This distinction does matter a lot to investors as the business potential of the latter startups can only be assessed starting with a deep scrutiny of the underlying technology. This can be hard to do as point experts aren't always easy to find.

Yes, I think so. To me, it's the difference between just 'deep' (dalam) and 'profound/deep within (mendalam)'.
The 'deep' in 'deep web' = the invisible parts of the www, hidden contents that are not indexed by search engines for whatever reason. The opposite term is surface web, btw. This adj is more "locative" in nature.
'Deep tech' otoh started as a term to distinguish between startups that use commonly available technology and startups that are built around unique, brekathrough science or engineering. So the adj 'deep' here refers more to an inherent quality.

My perspective is to analyze its synonym-antonym which is either surface or exterior or outside versus deep or interior or inside. Hence, the other choice for this is to literally produce a compound word or kata majmuk. The common analogy for this is the translation of online versus offline, dalam talian versus luar talian, with consistency. My 2cents.
