It was a term in a document I received... Hi Edward. Actually, I got the term directly from a document I received and I just needed its Japanese translation. The answer provided by a Pro-Z member worked out well for me.

Overly complex term You're asking about several different things at once. Contactless cards is usually written as "no contact card" in English, and simply means a smartcard that exchanges information without hard (electrical) contact.
A payment scheme is merely a method of transaction settlement.

非接触型(IC)カード支払い制度

I don't have the context, but i guess it means a payment system where the mode of payment is a card with an IC chip embedded. This way there is no contact, i. e. there is no swapping of the card.
