If we cannot meet binding times for delivery for reasons for which we are not responsible (non-availability of performance), we will inform the Customer without undue delay, notifying the expected new time for delivery. 未入荷リスク回避契約
カッコ内の説明からして、このヘッジ取引は先物取引などのいわゆるヘッジ取引を指すのではなく、ヘッジするのは「未入荷リスク」なので、そう表すのが分かりやすいと思います。また congruent はサプライヤーからの商品入荷期限とカスタマーへの商品引渡し期限のリンクを指していると思います。

適切なリスク回避契約
ネットでcongruent hedging transactionの実例を調べてみましたところ、ほとんど総てがドイツ語やオランダ語のサイトのものでしたので、これはかなり怪しい英語であることが窺えました。
そこでcongruentなる単語をよくよく調べてみますと、次のようにappropriateなどと同義であることがわかりましたので、congruent hedging transactionとはやはりかなり怪しい英語であると断定して間違いないでしょう。

この質問の例で congruent が使われているのは、商品の入荷が商品の引渡し日に対応するようになっているからで、もしも引渡し日より遅い契約なら、全然 「一致(congruent )」していないので、「適切 」ではないことになります。
