全くのguessなのですが、集合のことを意味しているのではないでしょうか。3時に到着して、全員集合し、その後、それぞれミーティングの開始、という流れを考えてしまうのですが・・sandbagの動詞の使い方を見ると、家や通りを砂袋で固める、という意味があるのですが、つまり、人を一か所に集める（集合させて）から議題である会議に入るということが考えられます。
