'common' here means shared by everyone = meshutaf. These are expenses that cannot be split between individuals. For example, there may be the cost ofr a satellite antenna on a building, and everyone benefits from it: so everyone pays a fixed charge. The same goes for sewage charges from the building to the sewage main pipe.

Fixed in the sense of 'the same as everybody else, for a one-off installation'. How exactly is that the same as 'regular', in the sense of 'the same every month'?
