Shai, care to post your suggestions? Your last one kind of fits the bill, but I'm not 100% sure it is appropriate and would like to hear what our peers have to say on the subject...

מוציא לאור/מפרסם/מחבר המידע Than I would say that מוציא לאור as Azmi suggested is a valid option. Others include מפרסם, and I would even consider מחבר המידע in case it means the entity that owns or generated the published information.

It relates to an agrrement to use an application:
"...allowing the publishers (to perform) any action related to the application, either directly or indirectly, including and without limitation to rights..."

Do you have more context? Does it relates to print? Does it refers to a certain application (as in software) or to a function?

If considering this line of thinking than it really depends on context. The general notion is that the 'publisher' is not just the entity that publishes the information but also the entity that own (according to copyright law) the information (the copyright holder), or generated the material in the first place.

In the sense of "providing" you can use "provider" as in "service provider" "software provider" and in Hebrew simply "ספק"
