while "不鸣则已，一鸣惊人”implies that someone sunddenly supprises the world with something excellent ( great performance/achievement etc) while previously no one realizes his potential or that possibility.

How can these two expressions be equivalent? An answer is something to do with logic and knowledge. A song is someting to do with emotion or feelings. the nature of a bird determines its action, not showing off as if it knows better than others do.
