Design is usually done by an engineer.
it can be conceptual. It can be in more detail and may include a blue print.
But the blue print is the final output of a design. Once a blue print is sent out, a technician is supposed to be able to implement it without any further instruction from an engineer.

or even politics.
Some political candidates only talk
about concepts or policy design
and never come up with a blue print. Some do.
