I know this is a term that says nothing, but the Belgian one has the same problem. As far as I know, this committee is there to fill the gap between the ministers and the secretary-generals of the ministries when it comes to the re-organisation of the Flemish Institutions. In principle they are independent from the ministry although there is at least one minister who has a seat in it (Lieten).

I think the term 'official-general' is the best way to avoid any confusion with directors in the ministries themselves.

The term director-general (plural directors-general, as "general" is postpositive) is used worldwide to signify the highest executive officer within a governmental, statutory, NGO, third sector or not-for-profit institution.

disagree Kirsten Bodart : I am sorry, but this function has no jurisdiction over the ministry in question. It is just a function to cover the gap between the permanent secretary and the minister. It is is in no way a director.

Een 'directeur-generaal' valt kennelijk in de categorie "ambtenaren-generaal" (evenals de adjunct-directeur-generaal, overigens). In het Frans bestaan voor AG en de DG afzonderlijke termen: ambtenaar-generaal = fonctionnaire général; directeur-generaal = directeur-général. Dat moet in het Engels ook tot uitdrukking komen.
