I think that is what the sentence is driving at. I would write per annum in full to avoid p.a., with double punctuation after the peculiar fraction or percentage, simply to make it a little more readable.
I have no idea how to translate "1,0 promilleprocent".
It sounds quite infinitesimal, and is not clear to me at any rate in Danish!
