I used "Final Building Approval" but I think there might be a better term... Any other suggestions?

Thank you to all Thank you for suggestions - this was slightly different from standard, as the record of approval proceedings was for a shopping centre, in which case the approval process is staged - there was a series of decisions/approvals to be made on infrastructure before actual "occupancy" was approved. But overall Pavel's and Lingua Chick's suggestions were closest - these are used for final decision, but for staged approvals I used "xxxx inspection certificate" and also "final approval of stage XYZ"...

afaik there are final inspection proceedings, which check everything (incl. the building structures) and list all the problems to be solved. after solving them (and checking them again), the certificate of occupancy will be issued.

This is in addition to "Certificate of Occupancy" This is a decision that seems to be in addition to the Occupancy permit. This decision (Final Building Approval) is issued first to approve the structure(s) as being sound and complete, the next stage is approval for designated use (residence, commercial building, etc) - which is then "Certificate of Occupancy".
