German term

auswaschen

Was ist damit gemeint?

seek/rely on a wash-out (settlement)

-"A wash-out is a special method of settlement in supply contracts. In these cases, the goods are not physically delivered. Instead, a difference settlement takes place between the parties.
This method is mainly used in grain and animal feed trading contracts and in oil and fat trading. Both the GAFTA / FOSFA contracts and the standard terms and conditions provide for this.
As a rule, in a supply chain, each party would pay the full purchase price to its respective seller and would receive the full purchase price from its own buyer. This is often not practicable. In addition, higher bank charges apply if the full purchase price has to be transferred."

- "The 'washout' value is the additional cost for the buyer to replace the pre-purchased contract grain with current market valued grain."

-"Wash outs are common to all commodity trading. Common reasons for wash outs are a seller's inability to cover, to supply the goods under contract for reasons which cannot be considered "force majeure”.

-"To wash out a Contract is to cancel the transactional arrangement due to various factors determined outside of AgriDigital.
Once a washout has been agreed upon by the two parties, a user can complete the washout by executing one of the following:..."

agree Steffen Walter : Convincing references (and Happy New Year!). In the given context, this needs a little rephrasing, though: "It remains to be seen whether the shortfall will be subject to (a) wash(-)out or be carried over into 2023." (second part borrowed from Andrew)

agree Lancashireman : Sometimes, the literal route turns out to be the best after all. The clue was there all along in the quote marks.

German term (edited): ausgewaschen

smoothed out

Xxx (Ukraine?) was contractually obliged to export 9m tonnes of wheat in 2022. It remains to be seen whether the shortfall will be smoothed out (made up from other sources) or be carried over into 2023.

Example:
April saw the introduction of new accounting regulations for student loans, allowing the projected shortfall to be smoothed out over the next 30 years.

Note from asker:
Thanks a lot but no, not the Ukraine
