I’m not sure that ‘use/usage/utilisation’ works well with music, though. Maybe something with ‘repeat play’? And what about ‘Weiterverwertung’? Thanks in advance. AJS

Many thanks to all contributors. I have gone with “secondary and tertiary exploitation” as there were 19 hits for this phrase, half of them to do with broadcasting/performing rights. “Secondary and continued exploitation”, on the other hand, could not be found. “Continued exploitation” on its own merely led to feminist tracts. AJS

a) Are we definitely talking about recorded music? b) There's a big difference between repeat playing (organisation A pays each time they play the piece) and re-use (where org. A pays to use it and org. B pays to use it in a different context) - my hunch

I assume that your guess is correct (tertiary exploitation). I found some information on the portal site of the European Union, but it refers to the right of broadcasting and not to performers' rights:
