es geht um "global governance" im Zusammenhang mit Outsourcing.
Ich bin mir nicht ganz sicher, was hier unter "employee welfare" zu verstehen ist. "funds distribution" ist auch ziemlich vage.

or whatever else may be stipulated by "local requirements". At the end of the day, they are still a type of "Sozialleistung".

Aniello has to keep the translation fairly generic, since it has to conform to "local requirements" of employee welfare, whatever thay may be. For all we know, in some localities this may constitute providing meals, or mandatory exercise, time for prayers

... dürften hier gemeint sein. Die weitergehende Bedeutung "Wohl(ergehen)" ist ja schon durch health & security abgedeckt.
