3) risulta infine pendente in appello a seguito di impugnazione proposta da me, quale suo difensore, ma non è stata ancora comunicata la data della fissazione di udienza avanti alla Corte d'Appello, il procedimento n.RGNR 867/09, la cui sentenza in primo grado ha stabilito a Suo carico una condanna alla pena di mesi 8 di reclusione, anche in questo caso prevedendo la concessione del beneficio della sospensione condizionale della pena.
E' evidente che la Sua situazione è ancora in via definizione, non solo in base all'udienza di oggi XXX 2016, ma anche in relazione agli altri due procedimenti, e questo sotto diversi ordini e profili:
- i tempi di definizione degli stessi che non sono al momento prevedibili,
- il possibile, ma non affatto scontato, intervento di cause estintive del reato, quali la prescrizione, in relazione alla ultime due condanne (nell'arco comunque del presente e del prossimo anno 2017),
- la possibilità di addivenire anche a cause di estinzione del reato diverse, quali ad esempio, la remissione delle querele sporte dalle parti denuncianti.

Testo originale - Inglese We commemorate, but do not celebrate, the hundredth anniversary of the First World War, which began one hundred years ago last August --- known everywhere and rightly so as “the great war,” until the Second World War began twenty-five years later. Very likely without the First there would have been no Second. Instead, the Great War, the First War, as we all know, ended a long era of peace in Western Europe and marked the beginning of a thirty-year era of mass death, dictatorship, genocide and economic devastation. Between the assassination of Archduke Franz Ferdinand of Austria-Hungary on June 28, 1914 and August 4, Austria, Serbia, Russia, Germany, Belgium, France, and Great Britain found themselves drawn into a war each claimed not to want, but none was able or willing to refuse.
But not Italy! In theory Italy was a member of the Triple Alliance alongside Germany and Austria-Hungary, but chose to stay neutral on the basis that her allies were not under attack, which the alliance stipulated as the condition needed to compel her entry as a comrade in arms. Instead, after months of debate, of secret negotiations with Britain and France, and an explosion of street demonstrations to press for so-called intervention, Italy’s rulers chose to enter the war on the side of Britain and France against Austria at the end of May 24, 1915. “Intervention,” was a policy fraught with controversy; it led to tragic political divisions in the country that would culminate with the advent of fascism and with 650,000 soldiers being killed or missing in action and another 600,000 taken as prisoners of war of whom 100,000 died in captivity– a toll almost as high as that incurred by the British Empire or the United States during its Civil War of the 1860s. It imposed great hardship on hundreds of thousands of families uprooted in the war zone, it strained an economy we might describe as semi-industrialized. It required the most arduous combat on freezing peaks in the eastern Alps or the steamy valley of the Isonzo valley. It led to a catastrophic military defeat in 1917, comparable perhaps in the history of the world wars on the western fronts only to the French disaster of 1940. It exposed a high command that sought to blame every difficulty on supposed internal enemies on the Left and – as Hemingway’s famous account tells us – to reimpose draconian military discipline. It encouraged a myth making that severely tested and perhaps overwhelmed emerging democratic politics in the same period that the country’s political system was trying to cope with the advent of a new mass electorate.
But Italy’s war also completed the unification of the peninsula with the acquisition of the Trentino and Trieste. Territorial acquisition today hardly seems so important, but for citizens of the nineteenth and early twentieth century, the space and the frontiers of nations seemed almost sacred issues. For better or worse the military experience of 1915-1918 exposed hundreds of thousands of young men from the semi-arid fields of the South, Sicily, and Sardinia, to a new and harsh world where the notion of being Italian took on more than nominal meaning. The war also served as a hot house for development of harbors and industrial production; and ultimately the very specter of disaster in late 1917 produced, not as in the France of 1940, a recovery and rediscovered capacity for social discipline and national commitment.
The Italian war usually gets short shrift from historians outside Italy, a so-called side-show famous largely for its literary residue in Hemingway’s Farewell to Arms. But in the last generation within Italy it has been the subject of intense examination. All the themes that have emerged in the British, German and French literature have marked the Italian debates – the evaluation of combat, issues of discipline and military justice, of course the impact on politics, the experience of the millions of soldiers caught up in the struggle, the fate of prisoners, of civilians, the effort to make sense of the experience through writing – diaries, letters, novels – and the impact on so-called collective memory. As with all worthwhile historical research, more questions are raised than answered. And today, I want to organize this lecture around those questions, which are difficult and do not go away.
I began reading about Italy’s war shortly before the fiftieth anniversary of the intervention was about to take place, half a century ago, and I am still posing the same questions, confronting the same issues. So I cannot provide easy answers – no war allows for easy answers or simple judgments. In the meantime Italian historians have produced a massive and conscientiously researched literature – on the military events, organization of the war economy, geographic patterns of recruitment, and since the 1960s on the rigors of a severe military justice, the impact on civilians in the war zones, and the wretched conditions of soldiers in captivity. I would cite only the names of Mario Isnenghi, expert on the cultural and political context of Italian nationalist politics and Giorgio Rochat on military questions, and Nicola Labanca , Giovanna Procaccci, who opened up the issues of prisoners and politics – I am absolutely indebted to them all and to their scholarly dedication. But I can share with you the issues that make this historical experience both grand and poignant. That is what I propose today – Italy’s great war, not as an experience simply to celebrate, but not simply to condemn either; rather as a profoundly moving cause for reflection on profound issues: when should nations enter war? How do we judge their performance? How do we measure the costs or gains?
These, in fact, are the three large questions that shape this lecture. And as will be seen, we gain by answering them comparatively. Our own country, the United States, as well as the other European lands, have had enough experience with war to allow comparative reflection. Many judgments must be tempered by scrutiny of our own wars.
Let me start with the intervention itself. Only a small conservative cohort of traditionalists and new nationalists (that had emerged in the preceding decade of imperialist agitation for Libya) regretted the decision for neutrality in August 1914. While many on the Italian Right admired German achievements and politics and some believed that their own country should adhere to the Triplice in war as in peace, to fight alongside Austria while the Habsburgs still held substantial territories of Italian speakers would have aroused major opposition. (IMAGE 1) Already by the early autumn, despite official silence, there were growing rumors that the government might contemplate going to war on the Franco-British side. Part of the reason was strategic – if Italy were part of a victorious coalition it could claim the territories still held by the Habsburg Empire as a prize of victory and complete the territorial aspirations of the Risorgimento. If the Central Powers managed a victory or even a status quo peace vis a-vis Britain and France, Austria would never cede the territories Italy believed it should acquire.
But there were powerful reasons of domestic politics in play as well. The parliamentary majority of 1912 – the first elections held under a mass male suffrage – was that amorphous grouping referred to as the historical Liberal Party – not really a cohesive party but the collection of deputies who supported the Piemontese leader who dominated the governments since 1901, Giovanni Giolitti, or sometimes the more conservative alternative, Sidney Sonnino. The differences were not always consistent (any more than in the same era, the distinction between Theodore Roosevelt and Woodrow Wilson was clearly ideological). Giolitti understood how to woo divergent industrial interests including the working classes of the North; Sonnino sought more austerely to preserve the supremacy of the state even while accepting reforms. To the Left of the Liberals there were a few dozen socialists, most of whom were gradualist and non-revolutionary social democrats such as Filippo Turati or Claudio Treves, but also others who were at least rhetorically radical such as young Benito Mussolini, who edited the Socialists’ newspaper, Avanti!. There were handfuls of self-designated Republicans and Radicals who claimed the heritage of Mazzini and Garibaldi. On the far Right some self-designated Nationalists, supported by the iron and steel magnates of Liguria or Lombardy, who believed that war and empire would keep the socialists and labor unions far from power. Emerging, too, in the first decade of the new century was a self-conscious group of “clerical deputies who claimed defense of the Church and Catholicism as a principle of affiliation.
The voices outside parliament were more noticeable, especially the young nationalist intellectuals who published self-important literary magazines that called for moral and national renewal, and the flamboyant egomaniacal poet, Gabriele d’Annunzio, who knew how to deploy gorgeous and overheated rhetoric to call for heroic action. (IMAGE 2) Italian public opinion in 1914 was frothy and simmering. The Balkans were in turmoil and massive strikes were to be triggered (as indeed they were in Britain). Faced with a tactical reversal on a minor parliamentary challenge, prime minister Giolitti had resigned as prime minister, expecting to be summoned back as the indispensable maker of a parliamentary majority. He allowed the provincial conservative Apulian lawyer, Antonio Salandra – on the right edge of the Liberal cohort – to become “President of the Council,” or prime minister, seconded by Sonnino at the Foreign Ministry. (IMAGE 3) The new men were no sooner in place than a week of general strikes and militant demonstrations, the so-called Red Week of July 1914, rocked the ports of Italy, largely in protest against the sending of conscripts to the new bridgehead in Albania that Italy had chosen to occupy two years earlier. By September the ministerial tandem of Salandra and Sonnino began to see entry into the war (but on the allied side) as potentially politically advantageous. Wartime conditions would allow emergency regulations to suppress the syndicalist and radical strike actions; a war would also prolong their ministerial control, as elections might be postponed and the parliament would be unlikely to force out a sitting government and restore power to Giolitti. But such a reversal of course could not be arranged overnight; it would also require preparing a conscript army for mobilization.
If intervention had only been the scheme of the government, neutrality might have been prolonged. But by autumn an influential cohort of public intellectuals called loudly for intervention, not only the youthful nationalists and D’Annunzio, but figures from the Left who felt that the war had become a crusade of the democracies against Habsburg and Hohenzollern militarism and autocracy. The socialist Leonida Bissolati, and our own Gaetano Salvemini, whom we commemorate today – then the dissident critic of Giolittian electoral management from the South -- identified the Allied cause with that of global democratic revolution. How could a country forged in Risorgimento liberalism stand aside while the great political currents of the age were being tested on the battlefield? Mussolini moved dramatically from the left of the Socialist party to a call for revolution by intervention. He denounced his party colleagues most of whom clung to neutrality in a bourgeois war, and founded a new paper, the Popolo d’Italia, financed from obscure sources. Opposition to the war also mobilized: the Catholic clergy wanted neutrality; the Papacy was traditionally friendly to Austria and its constituency, the rural masses, had no interest in being called up for battle. Giolitti’s forces felt they were being marginalized in parliament. The philosopher Croce saw the war as a tragic mistake.
For the ruling circles the issue became one of weighing the alternatives. The government opened secret talks with the Allies in London, even as the demonstrations on behalf of intervention in the public squares became more insistent. Giolitti said that Italy could strike a deal and get “something” or quite a bit (parecchio) from Germany and Austria -- probably Trento and its province, perhaps Trieste – if it promised neutrality. But would a victorious Austria ever deliver? The major German negotiator in Rome, ex-Chancellor Bülow, was vague about compelling Vienna to surrender Trieste. Meanwhile Sonnino and Salandra negotiated in London, got firm promises of Trent and South Tirol, Trieste, and major cessions on the Croatian side of the Adriatic, and agreed by secret treaty in late April to enter the war in a month. D’Annunzio staged demonstrations in the North and Rome, and crowds called for the death of Giolitti. (Having watched Beppo Grillo in the fall of 1914 violently denounce parliament in televised rallies, one can understand the inflammatory effect this politics of public rallies can be in a culture of rhetorical excess.)
By May 1915, the political system gave way. A majority of parliamentary deputies seemed prepared to support Giolitti -- more than 300 left their greeting cards at his Roman residence -- if he formed an anti-war government; but he demurred and set off for Piemonte. The master politician had been informed that the King had assented to the Secret Treaty of London and had no stomach to form a government in the face of threatened violence and the royal commitment to entering the war. Whether sincerely or as a bluff, Salandra himself tendered his resignation. (Think of Matteo Rienzi last year demanding that his financial reforms be made issues of confidence in the government.) There was no alternative but to resummon Salandra; he returned and on May 24, 1915, the parliament delegated the government full powers to put Italy on a war footing.
How should we judge this passionate confrontation, the descent into the piazza that nationalists termed Maggio Radioso, or radiant May? Was it merely a clever maneuver on the part of two insecure politicans and a small group of passionate intellectuals that committed a country to a long and destructive war? It is easy to condemn the decision for war as a minority coup. But we in the United States cannot be too critical without reflecting on how our own country – far more responsive to a democratic public opinion in 2003 than liberal Italy was in 1912 --went to war against Iraq. For we too experienced a carefully orchestrated scheme on the part of a few leaders determined to exalt the power of the executive based on the fabrication of dubious evidence, and the drumbeat of spurious analyses designed to secure our acquiescence. Whereas the Italian political leadership in 1915 was seconded by an excitable literary elite enamored of the rhetoric of regenerative violence, perhaps unaware of the Pandora’s box of nationalism and eventually fascism that they were opening, we had careful political analysts capturing the television and newspaper columns.
But perhaps Gaetano Salvemini and those who thought like him had a point: they felt that they were witnessing the great confrontation of the era between the forces of a benighted authoritarianism and modern democracy. (Of course Tsarist Russia was a member of the Triple Entente; but Russia was far away and democratic France was the overwhelming point of orientation.) The months of war since August 1914 made the German-Austrian cohort appear in a far more brutal light than they had at the outset. The brutal campaign in Serbia and the atrocities in Belgium had revolted liberal democratic opinion in the United States as well as Italy; and they had also, less benevolently, had excited those who believed that the test of war could revitalize patriotism and civic virtue. 1915 was far enough into war to mobilize all these sentiments, but not so far as to disillusion them. It is hard to believe that the terrible vortex of war surrounding Italy could have spared her participation. To be a significant national actor was not to stand aside.
Let us turn from the intervention to the issue of combat. It presents moments of great heroism and catastrophic strategy. As in the case of France in 1914, the Italian command believed in the efficacy of moral force and continued offensives against the advantages enjoyed by the defensive, including the machine gun, trench emplacements in low country, and, in Italy’s case, the formidable mountain frontier. General Cadorna was an unfortunate choice to have as supreme commander in 1914-15. Were enough committed men to advance on the enemy, he was confident, the adversary would collapse. (Such a conviction was prevailing French doctrine as well.) But the Austrians commanded the Alpine heights in the north and an offensive would have to wrest this territory. To the coastal East an offensive made more sense; the elevated plain of the Carso, though advantageous for the Austrian defensive, did not present the same obstacle, and the objectives of Gorizia, Trieste, and Slovenia/Carniola were more important to Austria than the peripheral regions of the South Tyrol. (IMAGE 4: Italian Front 1915-16) However, the Isonzo River proved a formidable barrier. Italy got nowhere during 1915 and 1916. Indeed the Austrians launched a so-called Punitive Expedition in the North that cost Italy significant territory before it was stopped.
During these years the fighting on the Italian front reveals the same persistent willingness to engage in murderous offensives that the British and French (and Germans) undertook at the same time. In 1915 the French commander Joffre lost tens and tens of thousands of me in his campaigns in Champagne, while the British bled their volunteer armies white to the North, and the Germans sought in vain to capture Ypres. By mid 1915 military organization had enabled the belligerents to mobilize millions of men for the slaughter, but not to overcome the obstacles to the offensive. A more imaginative commander than Cadorna would have learned these lessons from the carnage that had already occurred in France and Flanders before Italy had its army in place in the summer of 1915. Whether Cadorna was more obtuse than Douglas Haig can be debated; however, he was more prone to blame his setbacks on the supposed shirkers and subversives at home. And in no country were there civilians with enough reputation and conviction to contest the strategy of the offensive.
Of course the real catastrophe came in the fall of 1917, a low point for all belligerents: Two revolutions removed Russia from the war; the British committed themselves to the ghastly offensive of Passchendaele; at least the French had learned from the unsuccessful Nivelle offensive in April 1917 to hunker down and wait for the Americans, who had just entered the war but would not have significant troops in place before the next spring. The Austrians with key reinforcement from their German allies (Italy had declared war against Germany only in 1916) together decided they must inflict a major defeat on Italy in the fall of 1917 since their army might not withstand an Italian assault the next spring. On August 24, their offensive had an unexpected success in the northeast (in today’s Slovenia) and key sectors of the Italian front collapsed. (IMAGE 5: Caporetto) The Austrians swept down from the towns near Caporetto and threatened to take Venice. The Italians fell back across the Tagliamento and finally held at the Piave northeast of the threatened city. General Cadorna blamed his soldiers and told the government that if they had heeded his pleas for harsher military discipline, the rout would not have taken place. As it was, Italy executed more soldiers for desertion or refusal to obey orders than Britain or France or Germany – over 500 after trials, probably another hundred or more summarily. For a time Cadorna even reintroduced the Roman practice of decimation, arbitrarily shooting every tenth man from units that had broken in the face of the enemy. Happily the new government of Vittorio Emanuele Orlando that came to power understood that Italy needed to be united, not further divided by recriminations and repression. And despite the outbreak of civilian protests in Turin and northern cities against the scarcity of basic foodstuffs, the Socialist Party leadership tended to rally in support of the war effort.
Cadorna was finally replaced, with a relatively unknown general, Armando Diaz, who (like Pétain in France) relaxed the harsh reprisals against defeated troops and began to change the tactics of war, as was happening elsewhere as well. (IMAGE 6: Cadorna and Diaz) Small elite units – the Arditi, like the German storm troopers, began to operate. The frontal assaults against entrenched machine guns were abandoned – the war began to become a war of movement although the results everywhere really became visible only in 1918 as Germans and Austro-Hungarians finally wearied, discouraged in part by the reports from Vienna and Berlin about the effects of Allied blockade on civilian populations. Finally in late October 1918, the Italian armed forces decided they must move forward, as the French, British and Americans had been doing for two months, and not just passively await the collapse of the enemy at home and on the Western and Eastern fronts . The result was the redemptive victory of Vittoria Veneto (IMAGE 7: the Vittorio Veneto offensive) as the Austro-Hungarian imperial armies, already undermined by the revolutions beginning in each national component of the Habsburg realms, broke and fled to the rear. The Italians captured vast quantities of artillery and whole units of the Habsburg armies, as Diaz proudly announced. (IMAGE 8 Bolletino della Vittoria)
Mario Isnenghi and his co-author Giorgio Rochat have sought to capture the moods of the country in their extraordinary accounts of 1917. They point out that the German offensives in France in 1918 were just as disastrous, but emphasize that the French and the British commanders never yielded to
the “stab in the back mentality” that the Italian bourgeois intelligentsia did in these months of despair. There are interesting comparisons, however, to be made with the aftermath of 1940 in France. In France the blame for defeat (a far longer and more catastrophic defeat) was bilateral and read backward from the 1930s on: the Right saw betrayal on the Left, the Left on the Right. In Italy, there were some of the same recriminations, expressed in diaries and correspondence. The elite behind the war feared that Italy’s national cohesion since 1860 had been defective: Italy had never made Italians. This has been a trope that has reappeared. Ernesto Galli dell Loggia has written of the “death of the nation” that Italy revealed in 1943, when the Germans occupied the country and the King and Marshall Badoglio fled to the Anglo-American protected enclave in the South.
Let us pause for a minute because we come to one of the fundamental modes that historians and political writers have used in thinking about Italy. The trope of a fundamentally divided nation – whether of passive masses versus a handful of elites (the draftees versus the officers), or of Fascists versus the resistance, or the South versus the North – has been the persistent counter-current to the grandiloquent rhetoric of patriotic achievement, which at the end of 1918, was expressed by Diaz’s proclamation of victory. The historian should pause and ask whether our analysis of the deficient nation --even if not the “death of a nation” -- really should serve us for another century, as it has for the past hundred years. Whether in Vincenzo Cuoco’s analysis of the failed revolution in Naples 1798, or Antonio Gramsci’s notion of a rivoluzione mancata—historians of Italy, and many general commentators, have all lived off the trope of a nation “made” by a liberal elite (strong perhaps in the cities of the North) who conquered, but never really penetrated a society of Southern peasants immured their families and stagnant villages. We historians, along with Christ and Primo Levi, have all stopped at Eboli. And this attitude was pervasive among Italy’s own ruling groups and intellectuals from the North, as Mario Isnenghi has shown in his study, “The Myth of the Great War.” Similar feelings of a small political class perched precariously atop a mass of primitive rural classes led Cadorna to repression, or earlier perhaps confirmed Giolitti in his clientelism. It is not untrue; but it cannot explain why Italy did not collapse in 1917 and how the country managed to sustain such a major war effort. In 1917-1918 Italy remained in the war and stabilized its front in the mountains and on the flat lands of the Northeast.
For better or worse, the Italian experience compels us to recognize that focusing on a civic structure – the nation- state (and I emphasize state) may not be the only way of analyzing what constitutes a national society. Even when the mass of a country consists of a supposedly passive peasantry, the experience of war can enhance or widen bonds of solidarity. We can take counsel from Tolstoy who recognized this in his depiction of 1812 Russia in War and Peace. What intellectuals perceive of as a primitive social torpor can manifest itself as commitment under fire.
The military record of Italy – Caporetto aside – is not only one of battles, although they were important and sometimes heroic. It is also the story of military organization and the forging of a modern mass army. In a country of 36 million about five million men were mobilized, of whom 4.2 million went to the front. About 14 percent were killed (the number of 650,000 cited earlier) of which 100,000 died of illness (malaria, typhus, and cholera) and roughly the same number among the 600,000 prisoners of war. We owe the most careful reconstruction of their number and fate to Giovanna Procacci. A word needs to be said about those last losses; the French had the same number of soldiers taken prisoner but only about 20,000 perished. However, the French and British, too, governments and volunteer agencies sent their POWs food packets and clothes; until 1918, the Italian governments refused to recognize that their soldiers in captivity deserved to be assisted and their captors could provide only minimal rations and shelter. For Rochat and Isnenghi this was the most shameful aspect of Italian conduct of the war.
Ultimately, though, Caporetto helped to transform the war. The new command adopted the techniques being used elsewhere – less reliance on the first line of defenses in the trenches (the so-called defense in depth); abandonment of the suicidal frontal assaults and a turn to flexible assault units – the Arditi; development a sense of companionship with soldiers and not the feeling that they were a primitive mass who had to be treated as potential deserters. The reformist socialists called for positive support, not their conditional “neither adhere nor sabotage” that had marked 1915. Gaetano Salvemini along with other intellectuals wrote encouraging accounts for the newspapers distributed at the front: the Americans were arriving and American entry and the fall of Tsardom assured a democratic peace. General Diaz hesitated in the fall of 1918 as Bulgaria left the war, as the Turkish fronts collapsed, as the German commanders told the Kaiser that he must seek an armistice. He envisaged that his troops would need to be husbanded for the spring of 1919; but finally under pressure from the cabinet, he moved forward a year after Caporetto. The Austrian front broke and Italy could claim a great victory before the Austro-Hungarian armies sued for an armistice.
So, to turn back to my second question – how do we measure performance? It is easy to mock it. Winston Churchill supposedly said, when told in June 1940 that Mussolini had declared war as an ally of Hitler, “That’s only fair; we had to have them the last time.” And there was good reason to be contemptuous in 1940; a fascist government brought Italy to disaster, in her colonies, in Greece and the Balkans, and perhaps most tragically on the Russian front. The nation was finally reduced to a virtual bystander torn by civil war while the Germans and Allies devastated a good deal of the Peninsula. But the Italian war effort of 1915-1918, I think, was of a different quality. Historians of the Left (among whom are many of my friends) have uncovered all the misery suffered by civilians and troops; they have documented the harshness of military justice, the repression of dissent at home behind the lines, the catastrophic squandering of soldiers in pointless offensives. It is only right that these aspects of the war are remembered. But these are not different in kind from the French and British experiences, and insofar as concerns the treatment of dissent, not from the American one either. Italians fought bravely for the same reason other soldiers did – there was little choice: surrender was possible really only when masses of men threw their arms down; comrades’ lives were on the line; there was a community of suffering. Commanders were obtuse, but so were others. Women entered the public sphere (and very notably the sphere of protest, too) as they did in other countries; and the economic transformation and organization was no less creditable than other belligerents. The inflationary financial legacy was not different in kind from that of either the Central Powers or of France; only Britain distinguished itself.
Did the Italians make a decisive contribution to the victory? In 1915 the British and French and Russians felt that they could make an important contribution to avoiding defeat. Essentially they were destined to weigh in as a factor in the Russo-Austrian war, and that outcome could not depend on their efforts alone. It is one of the harsh logics of the Great War that the Austrians could not defeat either of their adversaries alone, but so long as the Germans reinforced their front, neither Russians nor Italians could defeat them either.
Would the final outcome have been different if Italy had not entered the war? Of course, we cannot say. The Austro-German forces might have defeated Russia earlier; or the Central Power might have thrown more force against the French in 1916-1917 and forced a compromise settlement. The Habsburg Empire might have secured a peace before the multi-national structure disintegrated, although that also seems unlikely. The Allies won their war on the western front and through an increasingly effective naval blockade. They did not win it in Italy, but Italy may have kept them from losing it. But great imponderables also surround the American entry into the war as so much of our contribution was the financing and supplying of Italy, France, and Britain even before our soldiers arrived in force. And when they did, they made a difference because they were deployed in France; not in Italy.
Did the war benefit Italy? Of course it rounded out her frontiers. But it left a spirit of aggrieved nationalism and (as in other countries) a radicalized socialist left, and a radicalized nationalist right that brought the northern half the country to a virtual civil war by 1920-21 and a collapse of the liberal regime shortly after. The war divided Italians before they entered, and its results divided them bitterly after they achieved victory. By 1919, the nationalists were claiming that Italy had been robbed of its legitimate aspirations, Fiume (today’s Rjeka) by Wilson and the perfidious allies. (In fact, Sonnino had not thought to include acquisition of Fiume in the Treaty of London. D’Annuzio would assemble a troop of ex-service men to seize the city, which the Allies had assigned to the new Yugoslav state) for over a year, and the government of the day was too weak to evict him. (Giolitti would finally eject him in 1920.) Italian Socialists, encouraged in their radicalism by Lenin’s seizure of power in Russia, would clash with returning soldiers and push many of them into an angry contempt for the forces of the Left. Given the fact that indeed Italy had won a major geopolitical victory with the fall of Habsburg Austria, the postwar breakdown of consensus, was perhaps the saddest result along with the three quarter million dead and wounded.
There are few wars that the historian or the citizen can say were “worth it.” And few wars that one can say were necessary or might not have been avoided, had wiser policies prevailed earlier on. And fewer still that one can say might not have been fought with less human cost. So what do we do with a great war, since they are not to be exorcized? The dead remain; their names evoke a sense of poignancy and tears, whether in our own Vietnam Memorial in Washington or the local monuments throughout Italy. (IMAGE 9 and 10: Bologna’s dead of 1915 and of 1916) These are tablets in the Sette Chiese in Bologna, which I have chosen as an impressive specimen of local memorials for both wars .) Insofar as our political life is organized into multiple nation states, their conflicts will remain. I believe that there is ground to say Italy’s war deserves commemoration, not celebration. But along with commemoration it deserves reflection; those who served deserve to be remembered, but so do those who dissented.
This lecture is named for one of the great champions of Italy’s war – one who wanted Italy to enter it, one who believed in the aspirations that were among its democratic and not its merely nationalist goals. He might have reflected: be careful what you wish for. What he saw engulf Italy was the nationalist authoritarianism he loathed and which led him into exile and to a chair at my university. It took Italy’s failure in the second war to bring him home again. But I am certain he would still commemorate his countrymen’s efforts in 1915-1918.
What we finally do perhaps with a great war, like Italy’s, since those wars cannot be averted, is to think about what constitutes community and fellowship – whether the fellowship of the trenches, or of those who serve behind the line – and ultimately the fellowship that should have existed across the frontiers. These communities – national, local, European -- are fragile and mysterious, but they are more than merely rational and, I think, we must admit, more than merely legal or constitutional. Wars, alas, teach that lesson. What we can also take away is the reminder that if we cannot say there are good wars, we can certainly say there are bad wars. Next to the tablets for 1915-1918 in Bologna – my chosen memorial site -- are the tablets of Italy’s losses in Mussolini’s wars: in Ethiopia and North Africa, in the Spanish Civil War, and perhaps saddest of all on the Russian front where they perished as tribute to the alliance with Nazi Germany. (Image 11: Bologna’s dead in World War II) To my mind, they are infinitely sadder. Italy will have a harder time commemorating those wars, even if their many dead felt they, too, had to serve.

Nel bene e nel male, l’esperienza militare del 1915-18 costrinse centinaia di migliaia di giovani, provenienti dalle pianure semiaride dell’Italia Meridionale e della Sardegna, a confrontarsi con un mondo nuovo e difficile, dove l’idea di essere italiani assunse un valore che non era più solo nominale. Il nostro stesso paese, gli Stati Uniti, come pure le altre nazioni europee, hanno avuto sufficiente esperienza di guerre per effettuare una riflessione comparata. Molti giudizi devono essere temperati dall'esame meticoloso delle nostre stesse guerre.
Vorrei partire proprio dall'intervento in guerra. Solo un piccolo gruppo di conservatori tradizionalisti e neonazionalisti (emersi nel corso del decennio precedente di agitazione imperialistica per la Libia) si rammaricò quando il governo decise per la neutralità nell'agosto 1914. Molti, nell'ambito della Destra Italiana, ammiravano i progressi e la politica della Germania e alcuni di loro ritenevano che il proprio paese dovesse aderire alla Triplice in guerra come in pace, ma combattere a fianco dell'Austria mentre gli Asburgo dominavano ancora su vasti territori con popolazioni di lingua italiana avrebbe scatenato forti opposizioni. (FIGURA 1) Già all'inizio dell'autunno, nonostante il silenzio ufficiale, c'erano voci sempre più insistenti che il governo stesse prendendo in considerazione l'idea di scendere in guerra a fianco della Francia e della Gran Bretagna. In parte il motivo era strategico - se l'Italia avesse fatto parte di una coalizione vittoriosa avrebbe potuto reclamare i territori ancora sotto l'Impero Asburgico come premio per la vittoria e completare le aspirazioni territoriali del Risorgimento. Se le Potenze Centrali avessero ottenuto una vittoria o anche solo una pace che conservasse lo status quo nei confronti della Gran Bretagna e della Francia, l'Austria non avrebbe mai ceduto i territori che l'Italia rivendicava.
Ma c'erano in gioco anche importanti ragioni di politica interna. La maggioranza parlamentare uscita dalle elezioni del 1912 - le prime elezioni tenute con il suffragio elettorale universale maschile - era un raggruppamento amorfo che andava sotto la denominazione di Partito Liberale - non proprio un partito coeso quanto un insieme di deputati che sostenevano Giovanni Giolitti, il leader piemontese che aveva dominato i governi che si erano succeduti fin dal 1901, oppure, a volte, l'alternativa più conservatrice rappresentata da Sidney Sonnino. Le differenze non erano sempre sostanziali (non più di quanto, nello stesso periodo, fosse realmente ideologica la differenza tra Theodore Roosevelt e Woodrow Wilson). Giolitti sapeva corteggiare i divergenti interessi del settore industriale, comprese le classi operaie del nord; Sonnino tentava in modo più austero di preservare l'autorità dello stato pur accettando delle riforme. A sinistra dei liberali c'erano poche decine di socialisti, molti dei quali erano gradualisti e socialdemocratici non rivoluzionari come Filippo Turati o Claudio Treves, ma anche altri che erano, almeno nella retorica, radicali, come il giovane Benito Mussolini che dirigeva il quotidiano socialista Avanti!. C'erano anche un pugno di sedicenti repubblicani e radicali che rivendicavano l'eredità di Mazzini e Garibaldi. All'estrema destra sedevano alcuni sedicenti nazionalisti, sostenuti dai magnati delle acciaierie liguri e lombarde, i quali ritenevano che la guerra e l'impero avrebbero tenuto i socialisti e i sindacati lontani dal potere. Nel corso del primo decennio del nuovo secolo stava anche emergendo un timido gruppo di deputati "clericali" che rivendicavano la difesa della Chiesa e del cattolicesimo come principio di identità.
Le voci al di fuori del parlamento erano più rimarchevoli, specialmente quelle dei giovani nazionalisti intellettuali che pubblicavano boriose riviste letterarie e reclamavano un rinnovamento morale e nazionale, e il poeta Gabriele D'Annunzio, ostentatamente egocentrico, il quale sapeva sfruttare la sua splendida e infuocata retorica per incitare all'azione eroica. (FIGURA 2) Nel 1914 l'opinione pubblica italiana era umorale e in ebollizione. I Balcani erano in tumulto e stava per scatenarsi un'ondata di scioperi (come pure in Gran Bretagna). Dopo una sconfitta tattica in parlamento su una questione minore, Giolitti si dimise da primo ministro, convinto che sarebbe ben presto stato richiamato come l'indispensabile artefice di una maggioranza parlamentare. Permise che un avvocato di provincia pugliese, Antonio Salandra - dell'ala destra del gruppo liberale - diventasse Presidente del Consiglio, o primo ministro, con Sonnino al Ministero degli Esteri. (FIGURA 3) Il nuovo governo si era appena insediato che una settimana di scioperi generali e dimostrazioni militanti, la cosiddetta Settimana Rossa del luglio 1914, sconvolse i porti italiani, principalmente per protestare contro l'invio di soldati di leva a rafforzare la nuova testa di ponte in Albania, che l'Italia aveva deciso di occupare due anni prima. A settembre, Salandra e Sonnino cominciarono a considerare potenzialmente vantaggiosa in termini politici l'entrata in guerra dell'Italia (ma a fianco degli alleati). Le condizioni imposte dalla guerra avrebbero permesso di emanare leggi di emergenza per sopprimere le azioni di sciopero dei sindacati e dei radicali; una guerra avrebbe anche prolungato la vita del loro gabinetto, poiché le elezioni sarebbero state procrastinate e difficilmente il parlamento avrebbe fatto cadere un governo in carica per rimettere al potere Giolitti. Ma un simile cambiamento di rotta non poteva essere attuato da un giorno all'altro; era inoltre necessario preparare un esercito di leva per la mobilitazione.
Se l'intervento fosse stato solo il progetto del governo, la neutralità avrebbe potuto essere prolungata. Ma in autunno un influente gruppo di intellettuali pubblici cominciarono a chiedere a gran voce l'intervento, non solo i giovani nazionalisti e D'Annunzio, ma anche personaggi della sinistra, i quali erano convinti che la guerra fosse diventata una crociata delle democrazie contro il militarismo e l'autocrazia degli Asburgo e degli Hohenzollern. Il socialista Leonida Bissolati e il nostro stesso Gaetano Salvemini, che oggi noi commemoriamo - all'epoca critico dissidente della gestione elettorale di Giolitti nel sud del paese - identificavano la causa degli Alleati con la rivoluzione democratica globale. Come poteva una nazione forgiata nel liberalismo risorgimentale rimanere da parte mentre le grandi correnti politiche del tempo venivano messe alla prova sul campo di battaglia? Mussolini abbandonò improvvisamente la sinistra del Partito Socialista per auspicare la rivoluzione mediante l'intervento. Attaccò i suoi colleghi di partito, molti dei quali continuavano a invocare la neutralità in una guerra borghese, e fondò un nuovo giornale, Il Popolo d'Italia, finanziato da fonti occulte. Anche l'opposizione alla guerra si mobilitò: il clero cattolico voleva la neutralità; il Papato era tradizionalmente amico dell'Austria e i suoi fedeli, le masse rurali, non avevano alcun interesse ad essere chiamati alle armi. I giolittiani cominciarono a sentirsi marginalizzati in parlamento. Il filosofo Benedetto Croce considerava la guerra un tragico errore.
Nei circoli governativi il problema divenne quello di soppesare le alternative. Il governo aprì negoziati segreti con gli Alleati a Londra, mentre le dimostrazioni sulle pubbliche piazze a favore dell'intervento si facevano sempre più insistenti. Giolitti affermò che l'Italia poteva concludere un affare e ottenere qualcosa o addirittura "parecchio" dalla Germania e dall'Austria -- probabilmente Trento e l'intera provincia, forse anche Trieste -- se si fosse impegnata a rimanere neutrale. Ma un'Austria vittoriosa avrebbe mantenuto le promesse? Il principale negoziatore tedesco a Roma, l'ex-cancelliere Bülow, rimaneva vago sulla possibilità di costringere Vienna a cedere Trieste. Nel frattempo Sonnino e Salandra negoziavano a Londra e ottenevano precise promesse riguardo a Trento, il Sud Tirolo, Trieste e importanti concessioni sul versante croato dell'Adriatico, e si impegnavano, in base ad un trattato segreto firmato alla fine di aprile, a entrare in guerra nel giro di un mese. D'Annunzio organizzò dimostrazioni nel nord del paese e a Roma, e la folla reclamava la morte di Giolitti. (Dopo aver visto Beppe Grillo denunciare il parlamento nelle manifestazioni trasmesse dalla televisione nell'autunno del 2014, si può comprendere quale effetto incendiario questa politica di adunate pubbliche possa avere in una cultura dominata da eccessi retorici)
Nel maggio 1915, il sistema politico crollò. Una maggioranza di deputati sembrò pronta a sostenere Giolitti -- in più di trecento lasciarono il loro biglietto da visita nella sua residenza romana -- se avesse formato un governo contrario alla guerra; ma Giolitti sollevò delle obiezioni e partì per il Piemonte. Il maestro della politica era stato informato che il Re aveva dato il suo assenso al Patto Segreto di Londra e non se la sentiva di formare un governo di fronte alle violente dimostrazioni e dopo l'impegno del Re ad entrare in guerra. Salandra, sinceramente o solo per un bluff, rassegnò le dimissioni. (Pensiamo a Matteo Renzi che lo scorso anno chiese il voto di fiducia sulle sue riforme della finanza pubblica). Non c'era altra alternativa che richiamare Salandra, che tornò al potere e il 24 maggio 1915 il parlamento concesse al governo pieni poteri per mettere l'Italia sul piede di guerra.
Come dovremmo giudicare questo appassionato confronto, la discesa nelle piazze che i nazionalisti chiamarono il Maggio Radioso? Fu solo un'astuta manovra da parte di due politici insicuri e di un piccolo gruppo di appassionati intellettuali a spingere il paese in una guerra lunga e distruttiva? Sarebbe facile condannare la decisione di entrare in guerra come un colpo di stato condotto da una minoranza. Ma noi, negli Stati Uniti, non possiamo essere troppo critici senza riflettere su come il nostro stesso paese - che nel 2003 era molto più sensibile a un'opinione pubblica democratica di quanto non lo fosse l'Italia liberale del 1912 -- scese in guerra contro l'Iraq. Anche noi, infatti, abbiamo vissuto l'esperienza di una campagna accuratamente organizzata da parte di pochi leader, volta a esaltare il potere dell'esecutivo e basata sull’imbastimento di prove dubbie, e il martellamento di analisi pretestuose allo scopo di assicurare la nostra acquiescenza. Se i leader politici italiani del 1915 furono assecondati da un'elite letteraria eccitabile e innamorata della retorica della violenza rigeneratrice, forse inconsapevole del vaso di Pandora del nazionalismo e, infine, del fascismo che stavano scoperchiando, da noi ci furono solleciti analisti politici che conquistarono le televisioni e le colonne dei giornali.
Ma forse Gaetano Salvemini e coloro che la pensavano come lui non avevano tutti i torti: sentivano di essere testimoni del grande scontro epocale tra le forze di un autoritarismo arretrato e la moderna democrazia. (Naturalmente la Russia zarista era membro della Triplice Intesa; ma la Russia era lontana ed era la democratica Francia il punto di orientamento dominante). I mesi di guerra a partire dall'agosto 1914 fecero apparire lo schieramento austro-tedesco sotto una luce molto più brutale di quanto non fosse accaduto all'inizio. L'efferata campagna di Serbia e le atrocità perpetrate in Belgio avevano sollevato un moto di orrore nell'opinione democratica liberale anche negli Stati Uniti, oltre che in Italia; avevano anche, meno benevolmente, eccitato coloro che ritenevano che la prova della guerra avrebbe rivitalizzato il patriottismo e il senso civico. Nel 1915 la guerra era in corso da tempo sufficiente per mobilitare tutti questi sentimenti, ma non abbastanza da deluderli. Appare poco credibile che il terribile vortice di guerra che circondava l’Italia potesse consentirle di non partecipare. Un importante attore nazionale non poteva restare in disparte.
Riportiamo la nostra attenzione sul tema dei combattimenti. Esso presenta momenti di grande eroismo e catastrofiche tragedie. Come nel caso della Francia nel 1914, il comando italiano credeva nell'efficacia della forza morale e continuò una campagna offensiva nonostante i vantaggi che poteva offrire una strategia difensiva, compresi quelli forniti dalle mitragliatrici, le trincee nelle pianure e, nel caso dell'Italia, la formidabile frontiera alpina. La scelta del generale Cadorna come comandante supremo nel 1914-15 si rivelò infelice. Era convinto che se ci fossero stati sufficienti uomini impegnati ad avanzare contro il nemico, l'avversario avrebbe presto ceduto. (Questa convinzione era anche la dottrina prevalente in Francia). Ma gli austriaci controllavano le vette alpine a nord e un'offensiva avrebbe dovuto fare i conti anche con questo territorio. Sulla costa orientale, un'offensiva avrebbe avuto più senso; l'altopiano del Carso, pur offrendo vantaggi alla difesa austriaca, non presentava gli stessi ostacoli e gli obiettivi di Gorizia, Trieste, della Slovenia/Carniola erano molto più importanti per l'Austria rispetto alle regioni periferiche del Sud Tirolo. (FIGURA 4: il fronte italiano nel 1915-16) Tuttavia il Fiume Isonzo costituiva una barriera formidabile. L'Italia non concluse nulla durante il 1915 e il 1916. Invece gli austriaci lanciarono la cosiddetta spedizione punitiva che costò all'Italia una significativa perdita di territorio prima che fosse fermata.
Durante questi anni i combattimenti sul fronte italiano rivelarono la stessa testarda volontà di lanciare offensive costosissime in termini di perdite subite, come quelle intraprese nello stesso periodo dagli inglesi e dai francesi (e dai tedeschi). Nel 1915 il comandante francese Joffre perse decine di migliaia di uomini nelle offensive nella regione di Champagne, mentre gli inglesi dissanguavano i loro contingenti di volontari nel nord e i tedeschi tentavano invano di conquistare Ypres. A partire dalla metà del 1915, l'organizzazione militare era ormai in grado di mobilitare milioni di uomini per lanciarli al massacro, ma non di superare gli ostacoli posti all'offensiva. Un comandante con più immaginazione di quella di cui era dotato Cadorna, avrebbe imparato la lezione dalle carneficine che già si erano verificate in Francia e nelle Fiandre prima che l'Italia schierasse il proprio esercito nell'estate del 1915. Si può discutere se Cadorna fosse più ottuso di Douglas Haig; era sicuramente più incline ad attribuire le sue sconfitte a presunti imboscati o ai sovversivi in patria. E in nessun paese c'erano civili dotati di sufficiente reputazione e convinzione da contestare la strategia dell'offensiva.
Naturalmente la vera catastrofe venne nell'autunno del 1917, un momento critico per tutti i belligeranti. Due rivoluzioni causarono il ritiro della Russia dalla guerra, gli inglesi si impegnarono nella spaventosa offensiva di Passchendaele; la Francia almeno aveva imparato, dopo la fallita offensiva di Nivelle nell'aprile 1917, a trincerarsi e aspettare gli americani, i quali erano appena entrati in guerra ma non sarebbero riusciti a far arrivare truppe sufficienti fino alla primavera successiva. Gli austriaci, con forti rinforzi forniti dall'alleato tedesco (l'Italia aveva dichiarato guerra alla Germania solo nel 1916) decisero che era necessario infliggere una forte sconfitta all'Italia nell'autunno del 1917, poiché il loro esercito avrebbe potuto non resistere a un assalto italiano nella primavera successiva. Il 24 agosto, la loro offensiva ebbe un inatteso successo nel nord-est (l'attuale Slovenia) e settori chiave del fronte italiano crollarono. (FIGURA 5: Caporetto) Gli austriaci dilagarono nelle città vicine a Caporetto e minacciarono di prendere Venezia. Gli italiani si ritirarono al di là del Tagliamento e infine si attestarono sul Piave a nord-est della città minacciata.
Il Generale Cadorna attribuì la responsabilità ai suoi soldati e disse al governo che se avesse assecondato le sue richieste di una più severa disciplina militare, la rotta sarebbe stata evitata. Di fatto, l'Italia giustiziò più soldati per diserzione o per non aver ubbidito agli ordini rispetto alla Gran Bretagna, alla Francia e alla Germania - oltre 500 dopo i processi, probabilmente un altro centinaio in modo sommario. Per un certo periodo, Cadorna reintrodusse anche la pratica romana della decimazione, fucilando arbitrariamente un soldato ogni dieci delle unità che erano fuggite di fronte al nemico. Fortunatamente il nuovo governo di Vittorio Emanuele Orlando insediato dopo il disastro, capì che l'Italia aveva bisogno di essere unita, non ulteriormente divisa da recriminazioni e repressioni. Nonostante l'insorgere di proteste popolari a Torino e nelle città del nord a causa della penuria di generi alimentari, i capi del Partito Socialista tesero a sostenere lo sforzo bellico.
Cadorna fu finalmente sostituito con un generale relativamente sconosciuto, Armando Diaz, il quale (come Petain in Francia) ammorbidì le aspre rappresaglie contro le truppe sconfitte e cominciò a cambiare le tattiche di guerra, come stava già accadendo altrove. (FIGURA 6: Cadorna e Diaz) Piccole unità scelte - gli Arditi, come le truppe d'assalto tedesche, cominciarono ad operare. Gli assalti frontali contro le trincee difese dalle mitragliatrici furono abbandonati - la guerra cominciò a diventare di movimento, anche se i risultati, dappertutto, non cominciarono a vedersi prima del 1918, quando i tedeschi e gli austro-ungarici iniziarono a mostrare affanno, scoraggiati in parte dalle notizie che giungevano da Vienna e da Berlino sugli effetti che il blocco alleato stava avendo sulle popolazioni civili. Infine, nell'ottobre 1918, le forze armate italiane decisero che era tempo di passare all'azione, come francesi, inglesi e americani stavano facendo da due mesi, invece di attendere passivamente il collasso del nemico in patria e sul fronte orientale e occidentale. Il risultato fu la vittoria redentrice di Vittorio Veneto (FIGURA 7: l'offensiva di Vittorio Veneto) con l'esercito imperiale austro-ungarico, già minato dalle rivoluzioni scoppiate in ognuna delle componenti dell'Impero Asburgico, che batteva la fuga. Gli italiani catturavano vaste quantità di artiglieria e intere unità dell'esercito asburgico, come annunciò orgogliosamente Diaz. (FIGURA 8: Bollettino della Vittoria)
Mario Isnenghi e il suo co-autore Giorgio Rochat hanno cercato di registrare i sentimenti del paese nel loro resoconto del 1917. I due autori fanno rilevare che le offensive tedesche in Francia nel 1918 furono ugualmente disastrose, ma sottolineano come i comandanti francese e inglese non cedettero mai alla "mentalità della pugnalata alle spalle" come fece l'intellighenzia borghese italiana in quei mesi di disperazione. Tuttavia si possono fare interessanti confronti con le conseguenze del disastro del 1940 in Francia. In Francia la responsabilità della sconfitta (dagli effetti ben più lunghi e catastrofici) fu bilaterale e letta tornando a ritroso a partire dagli anni trenta: la destra vedeva un tradimento da parte della sinistra, la sinistra accusava di tradimento la destra. In Italia, ci furono le stesse recriminazioni, espresse nei diari e nella corrispondenza. L'elite dietro la guerra temeva che la coesione nazionale dell'Italia a partire dal 1860 fosse stata scarsa: l'Italia non aveva mai fatto gli italiani. Si tratta di un tropo che è ricomparso. Ernesto Galli della Loggia ha parlato della "morte di una nazione" che l'Italia avrebbe mostrato nel 1943, quando i tedeschi occuparono il paese e il Re e il Maresciallo Badoglio fuggirono nell'enclave del sud protetta dagli anglo-americani.
Fermiamoci un momento ora perché siamo arrivati a una delle principali modalità che gli storici e gli analisti politici hanno utilizzato a proposito dell'Italia. Il tropo di una nazione fondamentalmente divisa - che si tratti delle masse passive opposte a un'elite ristretta (i soldati di leva contro gli ufficiali), o dei fascisti contro la resistenza, o del sud contro il nord - è stato un insistente controcanto alla magniloquente retorica della vittoria patriottica, che alla fine del 1918 fu espressa nella dichiarazione della vittoria da parte di Diaz. Lo storico dovrebbe soffermarsi a chiedere se la nostra analisi della nazione imperfetta -- anche se non la "morte di una nazione" -- possa davvero servirci per un altro secolo, come è accaduto negli ultimi cento anni. Se nell'analisi che Vincenzo Cuoco fa del fallimento della rivoluzione napoletana del 1798, o nella nozione di Antonio Gramsci della rivoluzione mancata - gli storici dell'Italia, e molti altri commentatori, siano tutti vissuti con il tropo della nazione "fatta" da un'elite liberale (forte, forse, nelle città del Nord) che conquistò, ma non riuscì mai a penetrare in una società di contadini meridionali chiusi nelle loro famiglie e nell'apatia dei loro villaggi. Noi storici, come Cristo e Levi, ci siamo tutti fermati a Eboli. E quest'atteggiamento pervadeva le stesse classi dirigenti italiane e gli intellettuali del nord, come Mario Isnenghi ci mostra nel suo studio, Il Mito della Grande Guerra. Simili sentimenti di una piccola classe politica precariamente appoggiata sulle spalle di una massa di classi rurali primitive portò Cadorna alla repressione, come in precedenza avevano, forse, confermato Giolitti nel suo clientelismo. Tutto questo è vero; ma non spiega perché l'Italia non collassò nel 1917 e come il paese riuscì a sostenere l'immane sforzo bellico. Nel 1917-1918 l'Italia rimase in guerra e stabilizzò il fronte sulle montagne e sulle pianure del nord-est.
In ogni caso, l'esperienza italiana ci costringe a riconoscere che concentrarsi solo su una struttura civile - la nazione- stato (e sottolineo stato) possa non essere l'unico modo per analizzare ciò che costituisce una società nazionale. Anche quando si presume che la massa di un paese sia costituita di contadini passivi, l'esperienza della guerra può rafforzare e ampliare i legami di solidarietà. Possiamo essere d'accordo con Tolstoj, il quale aveva già capito tutto questo, come mostra il ritratto che dà della Russia del 1812 in Guerra e Pace. Ciò che gli intellettuali percepiscono come un primitivo torpore sociale, alla prova del fuoco può manifestarsi in forma di impegno.
I risultati militari italiani - a parte Caporetto - non sono fatti solo di battaglie, anche se furono importanti e a volte eroiche. Rivelano anche una storia di organizzazione militare e la creazione di un moderno esercito di massa. In un paese di 36 milioni di abitanti, furono mobilitati 5 milioni di uomini, 4,2 dei quali andarono al fronte. Quasi il 14 percento di essi rimasero uccisi (650.000 come già si è detto), 100.000 dei quali morirono per le malattie (malaria, tifo e colera); grosso modo lo stesso numero di morti per malattia si registrò tra i 600.000 prigionieri di guerra. Giovanna Procacci ha ricostruito il loro numero e il loro destino con estrema cura. Una parola deve essere spesa per queste ultime perdite; i francesi ebbero lo stesso numero di soldati fatti prigionieri ma di questi solo 20.000 perirono durante la prigionia. Tuttavia, i governi francese e inglese inviarono pacchi di cibo e indumenti ai loro prigionieri di guerra; invece, fino al 1918, i governi italiani rifiutarono di riconoscere che i loro soldati prigionieri meritassero di essere assistiti e coloro che li avevano in custodia potevano fornire loro solo razioni minime e scarso riparo. Per Rochat e Isnenghi questo fu l'aspetto più vergognoso nella condotta della guerra da parte dell'Italia.
Alla fine, tuttavia, Caporetto aiutò a cambiare la guerra. Il nuovo comando adotto le tecniche che già erano in uso altrove - meno affidamento sulle prime linee difensive nelle trincee (la cosiddetta difesa in profondità); l'abbandono degli attacchi frontali suicidi e un ricorso a unità di attacco flessibili - gli Arditi; sviluppo di un senso di cameratismo con i soldati invece di considerarli una massa primitiva da trattare come potenziali disertori. I socialisti riformisti passarono al sostegno vero e proprio, abbandonando il loro ambiguo "né aderire, né sabotare" che aveva caratterizzato il 1915. Gaetano Salvemini e altri intellettuali scrissero incoraggianti resoconti per i giornali distribuiti al fronte: gli americani stavano arrivando e la loro entrata in guerra e la caduta dello Zar assicurarono un pace democratica. Il Generale Diaz esitò nell'autunno 1918 mentre la Bulgaria usciva dal conflitto, il fronte turco collassava e il comandante tedesco comunicava al Kaiser che bisognava chiedere un armistizio. Diaz riteneva che fosse necessario risparmiare le truppe per la primavera del 1919; ma sotto le pressioni del governo, decise di avanzare un anno dopo Caporetto. Il fronte austriaco si sfaldò e l'Italia poté rivendicare una grande vittoria prima che l'esercito austro-ungarico chiedesse l'armistizio.
Quindi per tornare alla mia seconda domanda - come misuriamo i risultati? È facile sorridere. Si dice che Winston Churchill abbia risposto, quando nel giugno 1940 gli comunicarono che Mussolini aveva dichiarato guerra [alla Gran Bretagna] come alleato di Hitler, "È giusto così. Abbiamo dovuto tenerceli la volta scorsa." E c'erano buoni motivi per essere sprezzanti nel 1940; il governo fascista portò l'Italia al disastro, nelle colonie, in Grecia, nei Balcani e, forse in maniera più tragica, sul fronte russo. La nazione fu ridotta praticamente al ruolo di spettatore, lacerata dalla guerra civile, mentre i tedeschi e gli alleati devastavano una buona porzione della penisola. Ma credo che lo sforzo bellico italiano del 1915-18 sia stato di qualità diversa. Gli storici di sinistra (tra i quali ci sono molti miei amici) hanno illustrato tutte le sofferenze patite dai civili e dalle truppe; hanno documentato l'asprezza della giustizia militare, la repressione del dissenso dietro le linee, la catastrofica dissipazione di soldati in inutili offensive. È giusto che tutti questi aspetti della guerra siano ricordati. Ma essi non sono diversi dalle esperienze vissute da francesi, inglesi e per quanto riguarda il trattamento del dissenso dagli americani. Gli italiani combatterono coraggiosamente per le stesse ragioni per le quali combattevano gli altri soldati - non c'era altra scelta: la resa era possibile solo quando masse di soldati abbassavano le armi; le vite dei commilitoni erano appese a un filo; c'era una comunione nella sofferenza. I comandanti [italiani] erano ottusi, ma lo erano anche gli altri. Le donne entrarono nella sfera pubblica (e in particolare, anche nella sfera della protesta) come accadde negli altri paesi; la trasformazione e l'organizzazione economica non furono meno lodevoli di quelle degli altri belligeranti. Le ripercussioni finanziarie e l'inflazione non furono diverse da quelle subite dalle Potenze Centrali o dalla Francia; solo la Gran Bretagna si distinse.
Gli italiani diedero un contributo decisivo alla vittoria? Nel 1915 inglesi, francesi e russi ritenevano che gli italiani potessero dare un importante contributo per evitare una sconfitta. Essenzialmente, erano destinati a pesare come un fattore nella guerra austro-russa, e anche quel risultato non sarebbe dipeso solo dai loro sforzi. Rientra nelle aspre logiche della Grande Guerra il fatto che gli austriaci non poterono sconfiggere nessuno dei loro avversari da soli, ma finché i tedeschi continuarono a rinforzare il fronte, né i russi, né gli italiani riuscirono comunque a batterli.
Sarebbe stato diverso il risultato finale se l'Italia non fosse entrata in guerra? Non possiamo dirlo, naturalmente. Le forze austro-tedesche avrebbero potuto sconfiggere la Russia prima; oppure le Potenze Centrali avrebbero potuto scagliare più forze contro la Francia nel 1916-1917 e costringerla a un accordo di compromesso. L'Impero Asburgico avrebbe potuto ottenere una pace prima che la sua struttura multinazionale si disintegrasse, anche se ciò sembra improbabile. Gli Alleati vinsero la guerra sul fronte occidentale e grazie a un blocco navale sempre più efficace. Non vinsero in Italia, ma l'Italia può aver impedito che fossero sconfitti. Grandi interrogativi circondano anche l'entrata in guerra degli americani, poiché gran parte del nostro contributo riguardò il finanziamento e i rifornimenti all'Italia, alla Francia e alla Gran Bretagna anche prima che i nostri soldati arrivassero in forze. E quando arrivarono, fecero la differenza perché furono schierati in Francia, non in Italia.
La guerra recò benefici all'Italia? Naturalmente ampliò i suoi confini. Ma lasciò uno spirito di nazionalismo deluso e (come in altri paesi) una sinistra socialista radicalizzata, e una destra nazionalista radicalizzata che portò il nord del paese sull'orlo di una guerra civile nel 1920-21 e poco dopo al collasso del regime liberale. La guerra divise gli italiani prima che vi entrassero e i risultati li divisero aspramente anche dopo il conseguimento della vittoria. Nel 1919, i nazionalisti affermavano che l'Italia era stata derubata delle sue legittime aspirazioni, Fiume (l'odierna Rjeka), da Wilson e dai perfidi alleati. In realtà, Sonnino non aveva pensato a includere l'acquisizione di Fiume nel trattato di Londra. D'Annunzio avrebbe radunato un piccolo esercito di reduci di guerra e occupò la città, che gli alleati avevano assegnato al nuovo stato iugoslavo per oltre un anno, e il governo del momento era troppo debole per farlo sloggiare. (Giolitti l'avrebbe fatto sgomberare nel 1920.) I socialisti italiani, incoraggiati nel loro radicalismo dalla presa del potere di Lenin in Russia, si sarebbero scontrati con i soldati tornati dal fronte, provocando in molti di loro un rabbioso disprezzo per le forze della sinistra. Considerando il fatto che l'Italia aveva ottenuto una straordinaria vittoria geopolitica con la caduta dell'Austria degli Asburgo, la rottura del consenso dopo la guerra fu probabilmente il risultato più triste oltre ai tre quarti di milione di morti e feriti.
Ci sono poche guerre per le quali gli storici o i cittadini possano dire che ne "valesse la pena." E poche guerre che si possa dire fossero necessarie o che non potessero essere evitate, se politiche più sagge avessero prevalso in tempo. E ancora meno sono quelle per le quali si possa dire che non potevano essere combattute con costi umani inferiori. Che cosa facciamo, quindi, con una grande guerra, dato che non può essere esorcizzata? I morti restano; i loro nomi evocano un senso di intensa commozione e lacrime, nel nostro stesso Memoriale al Vietnam a Washington o davanti ai monumenti ai caduti sparsi in tutte le città d'Italia. (FIGURE 9 E 10: i caduti di Bologna del 1915 e del 1916) Queste sono le lapidi delle Sette Chiese a Bologna che ho scelto come toccante esempio dei monumenti commemorativi di ambedue le guerre. Finché la nostra vita politica è organizzata in stati di nazioni multiple, i loro conflitti resteranno. Credo che ci sia spazio per affermare che la guerra dell'Italia meriti commemorazione, non celebrazione. Ma assieme alla commemorazione merita riflessione; coloro che servirono la patria meritano di essere ricordati, ma anche coloro che dissentirono.
Questa conferenza reca il nome di uno dei grandi campioni della guerra dell'Italia - uno che voleva l'ingresso dell'Italia in guerra, uno che credeva nelle aspirazioni che erano tra gli obiettivi democratici e non tra quelli meramente nazionalistici. Avrebbe potuto riflettere: bisogna essere prudenti coi propri desideri. Ciò che egli riteneva ingolfasse l'Italia era l'autoritarismo nazionalistico che egli aborriva e che lo portò esule su una cattedra della mia università. Ci volle il fallimento dell'Italia nella Seconda Guerra Mondiale per riportarlo a casa. Ma sono certo che avrebbe commemorato i sacrifici dei suoi compatrioti nel 1915-1918.
Ciò che possiamo fare con una grande guerra, come quella dell'Italia, dato che quelle guerre non possono essere evitate, è riflettere su che cosa costituisca comunità e spirito di corpo - che sia lo spirito di corpo delle trincee o la solidarietà di quelli che servono dietro le linee - e infine la solidarietà che avrebbe dovuto esistere attraverso le frontiere. Accanto alle lapidi del 1915-1918 a Bologna - il sito commemorativo che ho scelto - ci sono le lapidi che ricordano i caduti italiani nelle guerre di Mussolini: in Etiopia e nel Nord Africa, nella Guerra Civile Spagnola e, forse nella più triste di tutte, quella che si combatté sul fronte russo, dove furono sacrificati come tributo all'alleanza con la Germania nazista. Taking Study Drugs at Home
Vemurafenib (or placebo):
It should be taken twice daily by mouth, in the morning and in the evening, with approximately 12 hours between doses.
It should be taken each day of the entire cycle (28 days) and run-in period, by taking the number of tablets instructed by the site staff.
It may be taken with or without meal.
It should be swallowed whole with a glass of water and should NOT be chewed, cut or crushed.
If a dose is missed (i.e., not taken within 12 hours after the scheduled dosing time), you should resume dosing with the next scheduled dose. Missed or vomited doses will not be made up.

Assumere per via orale due volte al giorno, al mattino e alla sera, con circa 12 ore di intervallo tra le dosi.

Può essere assunto a digiuno o con i pasti.

something that's extremely important to XYZ COMPANY
and to me personally.
You've heard me say many times
that people are our most important asset,
and we must protect our people.
Having a strong safety culture is simply the right thing to do
both for our people and for our business.
We've been on a safety journey for some time now,
and while we're making progress, we can do better.
In fact, we must do better.
When we compare ourselves to chemical companies
that are top performers in terms of safety,
our safety incident rates are twice as high.
This must change.
We recently joined the American Chemistry Council
and are preparing to become certified
in their Responsible Care program.
We believe this certification will enhance our current efforts
to be a safer company,
and, will be a significant step in our CSR activities.
We expect to become Responsible Care certified
at some of our US sites later this year,
and then more broadly in future years.

Prevediamo che alcuni stabilimenti in USA conseguiranno
la certificazione Responsible Care entro quest'anno,
e gli altri seguiranno in futuro.

Fin.mar srl controlla Marcegaglia Holding (società neo costituita srl poi trasformata in spa) di cui Marfin Srl (la precedente controllante del Gruppo Marcegaglia) ha acquisito, a fine 2015, una importante partecipazione non di controllo; Marcegaglia Holding spa a sua volta controlla: a) Marcegaglia Investments srl (società neo costituita) e b) Marcegaglia Steel (società neo costituita srl poi trasformata in spa); quest’ultima controlla: a) Marcegaglia Carbon Steel, b) Marcegaglia Specialties e c) Marcegaglia Plates (tutte costituite in forma di srl e poi trasformate in spa);

On 1 November 2015 the business divisions including all the industrial plants of Marcegaglia spa engaged in various transformation activities were transferred to these companies.
B) The equity interests in the transferee companies were then transferred by Marcegaglia srl to the new Marcegaglia Group, of which Fin.mar srl (a newly established company) is the parent company. Fin.mar srl controls Marcegaglia Holding (a newly established Srl later converted to an SpA [Italian corporation]), in which Marfin Srl (the previous parent company of the Marcegaglia Group) acquired a significant non-controlling interest at the end of 2015; Marcegaglia Holding spa in turn controls: a) Marcegaglia Investments srl (a newly established company) and b) Marcegaglia Steel (a newly established Srl later converted to an SpA); the latter controls: a) Marcegaglia Carbon Steel, b) Marcegaglia Specialties and c) Marcegaglia Plates (all established as Srls and later converted to SpAs);
C) In 2015, all the Italian and foreign controlling interests held by Marfin srl and Marcegaglia spa/srl were transferred to the new Marcegaglia Group (with the exception of certain minority equity investments of little significance);

As you know, in February last year, JJJ and XYZ announced the terms of a proposed acquisition of XYZ PLC by JJJ Corporation, subject to certain conditions (the Acquisition).
I am writing with regard to the Agreement so that we can ensure a smooth transition for can and end supply after the Acquisition.
Upon completion of the Acquisition (the Effective Date), you will continue to be supplied cans from the same plant and on the same terms and conditions currently in effect, save that these plants will be ultimately controlled and operated by JJJ.

US stocks were little changed in September as trading volumes and volatility picked up following a quiet August.
Small-cap stocks outperformed large- and mid-caps.
In the large-cap universe, as measured by the S&P 500, energy stocks outperformed, thanks in part to a rally in oil prices stemming from an OPEC agreement to cut production starting in November.
By contrast, financial stocks declined on the back of inaction from the Fed and heightened regulatory scrutiny following the scandal at banking giant Wells Fargo.
International markets enjoyed reasonable gains. Japanese shares advanced as the Bank of Japan (BoJ) decided to tweak the terms of its quantitative and qualitative easing program instead of pushing short-term interest rates further into negative territory.
European markets were mostly higher as the effects of Brexit have yet to materialise.
Emerging markets performed in line with developed equity markets.
United States
The FOMC kept policy unchanged at its September meeting, but appears to be preparing the market for a December rate hike, saying that the case for an increase in the fed funds rate has strengthened with near-term risks and the growth outlook roughly balanced.
Meanwhile, corporate earnings are likely to remain under pressure in the near term, but we anticipate there will be a modest pick-up in growth by the end of 2016.
Valuations remain ‘reasonable’ however considering where we are in the economic cycle.
The current dividend yield of roughly 2.3% is also superior to the yield of U.S. 10-year treasuries, and the S&P 500 is trading at a higher earnings yield than investment grade corporate bonds.
Fixed Income Overview
Reversing its longer-term trend, the Treasury yield curve has recently steepened as the Fed held off on raising rates.
The Bank of Japan (BoJ) shifted its monetary policy framework to achieve a steeper curve, and European investors have begun to consider what a possible tapering of European Central Bank (ECB) asset purchases may entail.
Recent U.S. economic data appears sufficient to justify a Fed rate hike in December, but an extended pause will likely follow.
