Tough one... I was able to find the name for the insect in Chinese (灰瘿绵蚜 if anyone's interested), but not in Japanese... Searches in the dictionary of Japanese insect names ( http://konchudb.agr.agr.kyushu-u.ac.jp/dji/ ) are of no help either - there are a couple of hits for "Pemphigus" (that would suggest the name you're looking for would be 〇〇ワタムシ), but none for "Pemphigus fuscicornis". I would just leave the scientific Latin names without even transcribing them to katakana - anyone specialized enough to even read a text on Pemphigus fuscicornis would probably know what bug we're talking about. Alternatively, you might try to contact these people: http://konchudb.agr.agr.kyushu-u.ac.jp/ - they might be able to help.
