Creo que por el contexto, "efectos" se podría traducir también como "objectives/ purposes".

neutral philgoddard : English uses 'will' or 'shall' in contracts.//The syntax is also wrong. It doesn't 'become and remain effective', it comes into force on the date of signature, and remains effective until the end of the constitutional period.

OK, then... It shall become and remain effective. The core of my suggestion is fine, though.
