The application process consists of three stages. (1) Applicants will submit a letter of intent to submit a concept proposal, (2) applicants will submit a short ****concept proposal*****, and (3) selected applicants (finalists) will be invited to submit a detailed full proposal. A Selection Committee will evaluate the concept proposals and full proposals, select finalists, and make recommendations for final awards to the Governor’s Office of Planning and Research (OPR). The Selection Committee will be composed of experts in disciplines relevant to this RFP and the submitted proposals. NIH conflict screening rules will apply. The list of Selection Committee members, once established, will be posted to ciapm.org.

Perhaps another way of putting it would be "advice" or "recommendation", based on the following guidelines from Nature magazine:

Manuscripts judged to be of potential interest to our readership are sent for formal review, typically to two or three reviewers, but sometimes more if special advice is needed (for example on statistics or a particular technique). The editors then make a decision based on the reviewers' advice, from among several possibilities:

Accept, with or without editorial revisions
Invite the authors to revise their manuscript to address specific concerns before a final decision is reached
Reject, but indicate to the authors that further work might justify a resubmission
Reject outright, typically on grounds of specialist interest, lack of novelty, insufficient conceptual advance or major technical and/or interpretational problems
Reviewers are welcome to recommend a particular course of action, but they should bear in mind that the other reviewers of a particular paper may have different technical expertise and/or views, and the editors may have to make a decision based on conflicting advice. The most useful reports, therefore, provide the editors with the information on which a decision should be based. Setting out the arguments for and against publication is often more helpful to the editors than a direct recommendation one way or the other.

Concepts are statements of ideas, general correspondence to classes of entities, consisting of characteristic features, theoretical conjunctions and philosophical theories, or the meaning of a predicate. A predicate is a common part of a sentence in which something is said about the subject. Concepts are also themes or images, directly intuitive objects of conceived thought.
In work, a concept is a notion or a statement of idea which expresses how something might be done or accomplished as it could become an accepted procedure. In engineering a concept is created as an exercise to demonstrate the technical skills if designers, which is not for mass production.
In the above example it's about the concept of either couples (pairs) or peers, who are members of the same social group. There's a notion of two concepts, accepting the original manuscript without any changes. When both concepts are positive, but another suggests a change, the material is returned for revision and auditing, along with the concept of peers or pairs. When a concept is negative it can be rejected.
