Spanish to English Bus/Financial Law: Taxation & Customs Withholdings at source
This appears in an alphabetical list of conditions for tax withholdings. The country in question may be Ecuador or possibly Colombia or, indeed, other Latin American countries. I don't really know. "N/C" is obviously something commonly used and well known, or else one assumes they would define it. However, I'm stumped.

From Ecuador. The following doc. doesn't define it but matches your source and shows it's feminine, which is something:

"Para aquellos contribuyentes autorizados a imprimir sus comprobantes de venta en sistemas computarizados, se debe ingresar el número de autorización otorgado por el SRI, para este efecto. En este caso, debe ingresar la autorización del comprobante modificado por la N/C o N/D."
"N/C A Inst. Estado y Empr. Públicas que percibe ingreso exento de Imp. Renta"

But this next one fits, I think:

So N/D must be nota de débito, I think.
