now I have question... Does طوق خواری بر گردن افکندن mean "on oneself" or "on someone else"?
In English would we say "He is bearing the yoke of dishonor" or "They placed the yoke of dishonor on him"?

Well, it is not quite a word for word translation since طوق and اوغ are different. But for the context you want, we would use "yoke" in English.

In addition, if a word for word translation gives you the idiom you want, what's the problem with that?

It has pretty much the same connotation in English. In fact, the word "subjugate" comes from the Latin meaning "to pass under the yoke"

To Edward Very clever suggestion. That's part of being a native speaker.

However, in farsi it usually collocates with بردگی، بندگی، اسارت and the kind.

yoke is a cognate with یوغ from Proto Indo-European *jugom
