I don't know what "223", "229" or "fusiona" refer to here. Any help appreciated!

Does the 223 number work?
Just guessing that they say "funciona" rather than "fusiona", and that 223 refers to a phone number or part of a phone number or possibly, as they are talking about smoking crack, could it be code for something?
