verify or monitor closely
Here the idea is more than supervise which in Spanish is "supervisar". Fiscalizar has to do with a close monitoring to verify procedures, actions, usage of materials, finances etc.

control
In this context, fiscalizar means "to control," NOTHING ELSE!

So much so that this function includes the power to audit accounting records.

Del Glosario Internacional de Marina Orellana para el Traductor:
FISCALIZACIÓN: control, supervision, inspection; audit of accounts; monitoring; oversight; compliance-monitoring (regulatory agency).
FISCALIZACIÓN INTERNA: internal control

Now that I read this I would suggest that you translate "fiscalizar a los prestadores" as "monitoring lenders' regulatory compliance."

¿Me explicas, pls?
