Here the idea is more than supervise which in Spanish is "supervisar". Fiscalizar has to do with a close monitoring to verify procedures, actions, usage of materials, finances etc.

Now that I read this I would suggest that you translate "fiscalizar a los prestadores" as "monitoring lenders' regulatory compliance."

neutral Henry Hinds : Lo siento, pero es un "amigo falso". Sólo un buen amigo te lo dice. En inglés "control" significa que los "mandan" como si fueran sus superiores jerárquicos y no es el caso. Los vigilan nada más, lo que significa en castellano.
