Therefore the only possible translation is this one.

According to Mrs. X, he (Mr X) blames her for involving the police following the incident last year. He (Mr X) has not prevented the social worker from visiting, though he (Mr X) expresses his dissatisfaction on the occasions he (Mr X) is present.
I like "ce dernier" , except that it doesn't convey that it is Mr X who is not always present. I mean, sometimes it's only his wife and children who are present. He's usually out.
